Appointments

1.   Annual Review with the Parks and Recreation Committee [Postponed during the April 25, 2024 Town Council meeting]       
Submitted by Parks and Recreation Committee Chair Tracy McGraw
Per Town of Merrimack Charter Section 6-6, at least annually, there should be an annual review with the Parks and Recreation Committee.  This agenda item is to highlight the committee’s significant actions, current projects, anticipated actions, and to raise any concerns the Council should know or could act on.

1. Public Hearing - Chapter 180, Temporary Sales Locations and Vendors, of the Merrimack Town Code [Tabled during the April 25, 2024 Town Council meeting]
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council will hold a public hearing to consider the recommended changes to Chapter 180, Temporary Sales Locations and Vendors, of the Town Code, pursuant to Charter Article V.

The Town Council to consider the recommended changes to Chapter 136, Food Service Establishments, of the Town Code, pursuant to Charter Article V.

1. Committee Appointment

The Town Council to consider the recommendation to appoint Merrimack High School Sophomore Katie LeGay as the Student Representative on the Merrimack Conservation Commission, pursuant to Charter Article VI, Section 6-1 (B).

2. Committee Appointment
Submitted by Trustee of Trust Funds Chairman Chris Christensen
The Town Council to consider the recommendation of the Trustees of Trust Funds to appoint Kathleen Sher for the Alternate member position, pursuant to RSA 31:22.

3. Library Board of Trustees Alternate Reappointment
Submitted by Library Board of Trustees Chair Debra Covell
The Town Council to consider the recommendation of reappointing Ruthmarie Swisher as a Trustee Alternate for a one year term, in accordance with RSA 202-A:10 and Charter Article 6-2 (B).

4. Semiquincentennial Celebration

The Town Council to consider supporting a Merrimack celebration of our Country’s founding, July 4, 1776.

5. Request for a Memorial Bench in a Town Park
Submitted by Parks and Recreation Director Matthew Casparius
Jack E. Lewis was a lifelong resident of Merrimack until he passed away in 2023. He was a soccer and softball coach thru the MYA for many years and the family has requested a memorial bench to be installed in one of the Town Parks.

7. Souhegan River Trail Request of Funds
Submitted by Public Works Director Dawn Tuomala
The Town Council to consider a request for the release of funds from the Road Infrastructure Capital Reserve Fund for additional engineering work to address changed conditions onsite.

8. New Hampshire Clean Water State Revolving Fund Programs
Submitted by Public Works Director Dawn Tuomala
The Town Council to consider a request to allow the Town Manager to sign all documents required to submit the applications for the NH Department of Environmental Services (NHDES) for four (4) Clean Water State Revolving Fund (CWSRF) programs.

9. Acceptance of Donation to Parks and Recreation Department Scholarship Fund
Submitted by Parks and Recreation Director Matthew Casparius
The Town Council to consider the acceptance and expenditure of a donation of $640 from the Bear Christensen Trust through the Trustees of Trust Funds to be used towards the Camp Scholarship Fund, pursuant to RSA 31:95-b and Charter Article 8-15.

10. Acceptance of Donation to Parks and Recreation Department Camp After School Program Scholarships

The Town Council to consider the acceptance and expenditure of a donation of $500 from the Bear Christensen Trust through the Trustees of Trust Funds to be used towards the Camp After School Program Scholarships, pursuant to RSA 31:95-b and Charter Article 8-15.

11. Reconsideration of American Rescue Plan Act (ARPA) Funding

The Town Council to discuss the funding from the New Hampshire Department of Environmental    Services PFAS Rebate Program.

12. Default Budget Presentation
Submitted by Town Manager Paul T. Micali
The Town Manager to present the 2024-25 Default Budget to the Town Council for their approval, per Town vote on April 9, 2024.
