1. Public Hearing – Group Petition Received “Protect Local Taxpayers”
Submitted by Donna LaRue
The Town Council will hold a public hearing to receive public input on a group petition received, pursuant to Charter Article 10-1,B:
New Hampshire thrives when state funding fairly supports local communities. Therefore, the residents of Merrimack are asked:
“Do we call on the New Hampshire Legislature to protect local taxpayers by ensuring adequate state revenues for essential services, and by avoiding policies that shift costs onto local property taxpayers?”

1. Request for Eagle Scout Project Approval
Submitted by Life Scout Christopher McCormack
The Town Council to be presented with Life Scout Christopher McCormack’s proposed Eagle Scout Project to build a pollinator garden at Wasserman Park.
2. Request for Special Event at Watson Park
Submitted by Lauren Murby
The Town Council to consider a request from the Merrimack High School Peer Collaborative Leadership to host an animal adoption event at Watson Park on either May 2 or May 3 as well as to raise money & collect donations for a local shelter.
3. Request for Letter of Support – Senate Bill 538 (Extend Municipal Metering)
Submitted by Mary Beth Raven
The Town Council to consider signing a letter in support of Senate Bill 538, on behalf of the Town of Merrimack, relative to extending net metering eligibility terms for municipal energy projects.
4. Reappointment of Merrimack Representative to the Nashua Regional Planning Commission
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council to consider the reappointment of Karin Elmer as one of Merrimack’s representatives to the Nashua Regional Planning Commission (NRPC), as recommended by the Merrimack Planning Board and pursuant to RSA 36:46 (III).
5. Safety Manual Review

The Town Council to review any recommended changes to the Town-wide Safety Manual by the Joint Loss Management Committee. This review is required every 2 years.
6. Authorization to Purchase a New Replacement Boom Lift for the Wastewater Treatment Facility
Submitted by Asst. Director of Public Works / Wastewater Leo Gaudette
The Town Council to consider authorizing the request to expend up to $61,115 for the purchase of a new replacement boom lift as identified in the 2025/26 Wastewater Minor CIP.
7. Fire Equipment Capital Reserve Fund Withdrawal Request - Thermal Imaging Cameras
Submitted by Fire Chief Joseph Guarnera
The Town Council to consider the Merrimack Fire Rescue Department’s request to withdrawal up to $25,000 from the Fire Equipment Capital Reserve Fund to purchase thermal imaging cameras and associated accessories.
8. Fire Equipment Capital Reserve Fund Withdrawal Request - Utility Task Vehicle (UTV)
Submitted by Fire Chief Joseph Guarnera
The Town Council to consider the Merrimack Fire Rescue Department’s request to withdrawal up to $40,000 from the Fire Equipment Capital Reserve Fund to purchase a new UTV and associated accessories.
9. Fire Equipment Capital Reserve Fund Withdrawal Request - Rigid Hull Boat
Submitted by Fire Chief Joseph Guarnera
The Town Council to consider the Merrimack Fire Rescue Department’s request to withdrawal up to $50,000 from the Fire Equipment Capital Reserve Fund to purchase a rigid hull boat and associated accessories.
10. National Public Works Week – Proclamation

The Town Council to issue a proclamation designating the week of May 17 – 23, 2026 as National Public Works Week.
11. Request to Use Previously Donated Funds for Parks & Recreation (Wasserman Park)
Submitted by Parks and Recreation Director Matthew Casparius
The Town Council to consider a request to use previously donated surplus funds in the amount of $654.87 to construct an additional canoe/kayak rack at Wasserman Park.
12. Timber Cutting on Lot 6B-186
Submitted by Town Councilor Jennifer Jobin
The Town Council to consider if they would like to have a selective cut on lot 6B-186. This would be in conjunction with the Watkins Forest select cut.
