1. Public Hearing – Chapter 183, Vehicles & Traffic
Submitted by Town Council Chair Finlay Rothhaus & Vice Chair Nancy Harrington
The Town Council will hold a public hearing to consider the acceptance of recommended changes to Chapter 183, Vehicles and Traffic, of the Merrimack Town Code, regarding campers and recreational vehicles on public property, pursuant to Charter Article V.
2. Public Hearing – Chapter 190, Camping on Public Property
Submitted by Town Council Chair Finlay Rothhaus & Vice Chair Nancy Harrington
The Town Council will hold a public hearing to review and consider the acceptance of Chapter 190, Camping on Public Property, to be added as a chapter in the Merrimack Town Code, pursuant to Charter Article V.

1. Community Choice Aggregation Plan Follow-up Discussion

The Town Council to receive an update of the current CCA Plan and potential implementation date.
2. 2026 Townwide Update & Property Revaluation Capital Reserve Fund Withdrawal Request [Tabled during the December 4, 2025 Town Council meeting]
Submitted by Contract Assessor Loren Martin
The Town Council to be presented with an update related to the Town’s required update of values as well as consider a withdrawal request of $137,016 from the Property Revaluation Capital Reserve Fund.
New Business
1. Dissolving the Highway Layout of the Circumferential Highway
Submitted by the New Hampshire Department of Transportation
The New Hampshire Department of Transportation would like to discuss their intent to officially dissolve the highway layout of the Circumferential Highway. This would formally end the project, remove all commitments, and allow the Department to dispose of all acquired properties.
2. Committee Appointments

The Town Council to consider appointing the following individuals to Town committees, pursuant to Charter Article 4-8:

3. Ambulance Billing Rate Discussion
Submitted by Town Manager Paul T. Micali
The Town Council to receive an update on the Town of Merrimack’s ambulance billing rates as it relates to Senate Bill 245, enacted into law effective January 1, 2026, and the new rate structure for the next two years.
