1. Public Hearing – 2026 Milfoil Grant Funds for Horseshoe Pond & Naticook Lake
Submitted by Planning & Zoning Administrator Casey Wolfe-Smith
The Town Council will hold a public hearing to authorize the acceptance and expenditure of up to $26,350 for the Milfoil Treatment Program at Horseshoe Pond and Naticook Lake, of which $13,175 is from a grant from the New Hampshire Department of Environmental Services (NHDES) for milfoil control, and the Town’s matching share is $13,175, to be funded from the Milfoil Aquatic Invasive Species Treatment Expendable Trust Fund, and to authorize the Town Manager or his designee to execute any and all documents which may be necessary, pursuant to RSA 31:95-b and Charter Article 8-15.

1. Chapter 183, Vehicles & Traffic [Final Reading]
Submitted by Town Council Chair Finlay Rothhaus & Vice Chair Nancy Harrington
The Town Council to consider the acceptance of recommended changes to Chapter 183, Vehicles and Traffic, of the Merrimack Town Code, regarding campers and recreational vehicles on public property, pursuant to Charter Article V.

2. Chapter 190, Camping on Public Property [Final Reading]
Submitted by Town Council Chair Finlay Rothhaus & Vice Chair Nancy Harrington
The Town Council to consider the acceptance of Chapter 190, Camping on Public Property, to be added as a chapter in the Merrimack Town Code, pursuant to Charter Article V.

Old Business

1. 2026 Townwide Update & Property Revaluation Capital Reserve Fund Withdrawal Request [Tabled during the January 8, 2026 Town Council meeting]
Submitted by Contract Assessor Loren Martin
The Town Council to be presented with an update related to the Town’s required update of values as well as consider a withdrawal request of $137,016 from the Property Revaluation Capital Reserve Fund.

2. Ambulance Billing Rate Follow-up Discussion
Submitted by Town Manager Paul T. Micali
The Town Council to have a follow-up discussion on the Town of Merrimack’s ambulance billing rates as it relates to Senate Bill 245, enacted into law effective January 1, 2026, and the new rate structure for the next two years.

New Business

1. Eagle Scout Donation of Additional Funds
Submitted by Tucker Landry
The Town Council to consider the acceptance and expenditure of a donation from Eagle Scout Tucker Landry to be used towards the Horse Hill Nature Preserve, pursuant to RSA 31:95-b and Charter Article 8-15. 

2. Library Capital Reserve Fund Withdrawal Request
Submitted by Merrimack Public Library Board of Trustees Chair Molly Mortimer
The Town Council to consider the approval of the withdrawal request of $78,600 from the Library Capital Reserve Fund to be used towards the replacement of the chiller as well as the inline exhaust fan and gas detection system with corresponding new units.

3. Industrial Drive & Continental Boulevard Low Salt Agreement Discussion
Submitted by Town Manager Paul T. Micali
The Town Council to discuss and consider authorizing the Town Manager to sign the Industrial Drive and Continental Boulevard Low Salt Agreement with the New Hampshire Department of Transportation (NHDOT).

4. Sklar Waterfront Park Stewardship Plan
Submitted by Conservation Commission Chair Karis Welsh
The Town Council to review and consider the acceptance of the Sklar Waterfront Park Stewardship Plan.
