Public Hearing
1. Public Hearing – Purchase of Land
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council will hold a public hearing to discuss the proposed issuance of debt to see if the Town will vote to raise and appropriate the sum of $1,900,000 (gross budget) for purchase of real estate identified as Tax Map 5D-2/010 & 5D-2/009.
2. Public Hearing – Clean Water State Revolving Fund for Compost Energy Efficiency Enhancements
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council will hold a public hearing to discuss the proposed issuance of debt to see if the Town will vote to raise and appropriate the sum of Five Hundred Thousand Dollars ($500,000)(gross budget) for Clean Water State Revolving Loan for Compost Energy Efficiency Enhancements.
3. Public Hearing - Proposed Municipal 2026-27 Operating Budget and Warrant Articles
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council will hold a public hearing to discuss the following:
- Proposed Issuance of Debt
- 2026/27 Proposed Municipal Operating Budget
- Collective Bargaining Agreement(s), if any
- International Association of Fire Fighters (IAFF), Local 2904
- American Federation of State, County and Municipal Employees (AFSCME) 93, Local 2986
- Capital Reserve Deposits General Fund
- Capital Reserve Deposits Wastewater
- Petitioned Bonds, if any
- Charter Amendments
- Elimination of the Ethics Committee
- Town Clerk/Tax Collector split into two positions

These hearings are being held pursuant to the requirements of NH RSA 33:8-a (I), NH RSA 32:5, I, NH RSA 21:35, NH RSA 40:13 II-b and Town of Merrimack Charter Article 8-3.

1. Communications Update

The Town Council to be presented with a communications update regarding the proposed upcoming budget review meetings with Merrimack residents.
2. 2026 Townwide Update & Property Revaluation Capital Reserve Fund Withdrawal Request [Tabled during the January 22, 2026 Town Council meeting]

The Town Council to be presented with an update related to the Town’s required update of values as well as consider a withdrawal request of $137,016 from the Property Revaluation Capital Reserve Fund.

1. Proposed Eagle Scout Project for Wasserman Park
Submitted by Life Scout Miranda Schwartz
The Town Council to consider Life Scout Miranda Schwartz’s proposed Eagle Scout project to repair and rebuild the wall ball court at Wasserman Park.
2. Donation Acceptance for Parks & Recreation Department
Submitted by Parks & Recreation Director Matthew Casparius
The Town Council to consider the acceptance and expenditure of a donation in the amount of $800.00 from Franklin Savings Bank to the Parks and Recreation Department to be used towards sponsoring the Summer Concert Series, pursuant to RSA 31:95-b and Charter Article 8-15.
3. Donation Acceptance for Parks & Recreation Department
Submitted by Parks & Recreation Director Matthew Casparius
The Town Council to consider the acceptance and expenditure of a donation in the amount of $500.00 from Brenda and John DuLong to the Parks & Recreation Department to be used towards the Summer Camp Scholarship Fund, pursuant to RSA 31:95-b and Charter Article 8-15.
4. Proposed Fee Structure Change for Athletic Field Rentals

The Town Council to consider the proposed fee structure change for Athletic Field Rentals.
5. Workforce & Affordable Housing Information Presentation
Submitted by Community Development Director Robert Price
Town Council to be presented with information regarding workforce housing and affordable housing.
6. Right of First Refusal Agreement – Tax Map Parcels 5D-1/010 & 5D-4/074-1
Submitted by Town Council Chair Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council to consider entering into the Right of First Refusal Agreement for Tax Map Parcels 5D-1/010 & 5D-4/074-1 and to allow the Town Manager sign any necessary documents.
7. Review of 2026-2027 Default Budget

The Town Council will review the 2026-2027 Default Budget.
8. Review of 2026 Town Warrant

The Town Council to review and make recommendations on each article of the 2026 Town Warrant.
