1.  Fire Chief Position Confirmation
Submitted by Town Manager Paul T. Micali
The Town Council shall consider the confirmation of the appointment of a new Fire Chief, pursuant to Charter Article 7-8.

2.  Recognition of Town Committee Member
Submitted by Town Council Chairman Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council to consider the acceptance of the resignation received from Parks and Recreation Committee member Heather Fairbanks.

3.  Recognition of Resignation of Town Employee
Submitted by Human Resources Director Sharon Marunicz
The Town Council will recognize former Operations Manager Lori Halverson for 10 years of full time service to the Town of Merrimack Public Works Department.  Employees leaving employment with more than 10 years of full-time service receive an engraved crystal award with Town Seal from the Town Council.

Appointments

1.  Annual Review with the Town Center Committee

Per Town of Merrimack Charter Section 6-6, at least annually, there should be an annual review with the Town Center Committee.  This agenda item is to highlight the committee’s significant actions, current projects, anticipated actions, and to raise any concerns the Council should know or could act on.

1.  Committee Appointments

The Town Council to consider appointing the following individuals to Town committees, pursuant to Charter Article 4-8:

  •  Lara Hrobak – Conservation Commission (Alternate member)
  • Phil Przybyszewski – Parks & Recreation Committee (Alternate to Full member)

2. Lower Merrimack River Local Advisory Committee (LMRLAC) Nominations
Submitted by Town Council Chairman Finlay Rothhaus and Vice Chair Nancy Harrington
The Town Council to consider the nominations to reappoint Ellen Kolb and appoint Kevin Southwick as members on the LMRLAC, pursuant to RSA 483:8-a.

3. Noise Ordinance Discussion – Stock & Fowl
Submitted by Resident Mike Malzone
The Town Council to consider a request to revisit, discuss and implement a noise ordinance for stock and fowl.

4.  Election Location Discussion
Submitted by Town Clerk/Tax Collector Brenda DuLong and Town Moderator Brian McCarthy
To recommend the Merrimack Election locations change from 3 locations to 2 locations. Both locations are within the Merrimack School District. 

5.  Withdrawal Request from Wastewater Treatment Capital Reserve Fund for Purchase of a Shelter to Protect the Screener
Submitted by Asst. Director of Public Works / Wastewater Leo Gaudette
The Town Council to consider a request to withdraw $16,114 from the Wastewater Treatment Capital Reserve Fund for the purpose of purchasing a portable shelter to protect the compost screen from winter weather.

6.  Withdrawal Request from Wastewater Treatment Capital Reserve Fund for Purchase of a Carter Double Piston Pump
Submitted by Asst. Director of Public Works / Wastewater Leo Gaudette
The Town Council to consider a request to withdraw $69,625 from the Wastewater Capital Reserve Fund for the purchase of a Carter Double Piston Pump to replace the existing aged pump.

7.  Withdrawal Request from Wastewater Treatment Capital Reserve Fund for Purchase of HACH Replacement Probes and Controllers
Submitted by Asst. Director of Public Works / Wastewater Leo Gaudette
The Town Council to consider a request to withdraw $45,028.35 from the Wastewater Capital Reserve Fund for the purchase of multiple replacement probes and controllers.

8.  Health Insurance Portability and Accountability Act (HIPAA) Hybrid Entity Designation Policy Recommendation
Submitted by Town Manager Paul T. Micali
The Town Council to consider the recommendation to adopt the HIPAA Hybrid Entity Designation Policy for the Town of Merrimack.
