Appointments

1.  Annual Review with the Heritage Commission     
Submitted by Heritage Commission Chair Anita Creager
Per Town of Merrimack Charter Section 6-6, at least annually, there should be an annual review with the Heritage Commission.  This agenda item is to highlight the commission’s significant actions, current projects, anticipated actions, and to raise any concerns the Council should know or could act on.

2.  Annual Review with the Highway Safety Committee

Per Town of Merrimack Charter Section 6-6, at least annually, there should be an annual review with the Highway Safety Committee.  This agenda item is to highlight the committee’s significant actions, current projects, anticipated actions, and to raise any concerns the Council should know or could act on.

Public Hearing

1.  Public Hearing – 2018 Milfoil Grant Funds for Horseshoe Pond & Naticook Lake
Submitted by Planning and Zoning Administrator Robert Price
The Town Council will hold a public hearing to authorize the acceptance and expenditure of up to $9,587 of the grant from NHDES for milfoil control via Diver Assisted Suction Harvesting (DASH) and Herbicide Treatment in addition to the Town’s matching share of $28,761 this fiscal year for DASH and Herbicide for variable milfoil control efforts in portions of Horseshoe Pond and Naticook Lake, pursuant to RSA 31:95-b and Charter Article 8-15.

1.  Consideration for Girl Scout Project at Wasserman Park
Submitted by Parks and Recreation Director Matthew Casparius
Girl Scout 14002 would like to build an equipment storage shed for the Dog Park at Wasserman Park so that the Dog Park Committee can store rakes, shovels and other items that are routinely used to maintain the Dog Park.

2.  Sponsorship Donation of Parks & Recreation Department Summer Movie Nights
Submitted by Parks and Recreation Director Matthew Casparius
Town Council to consider the acceptance and expenditure of a donation in the amount of $600 from the Merrimack Lions Club to the Parks and Recreation Department to sponsor two Summer Movie Nights in the Park, pursuant to RSA 31:95-b and Charter Article 8-15.

3.  Appreciation Plaque Discussion [Follow-up from December 21, 2017, Town Council meeting]
Submitted by Town Council Chairman Nancy Harrington and Vice Chair Finlay Rothhaus
Town Council to discuss the cost, options and language for plaques that will be given to the entities that provide ongoing support to the Town.

4.  Town Treasurer Appointment
Submitted by Town Council Chairman Nancy Harrington and Vice Chair Finlay Rothhaus
Town Council to consider appointing the Deputy Finance Director as Town Treasurer, in accordance with RSA 41:26-e, RSA 669:17-d and RSA 37.

5.  Revised Fund Balance Policy
Submitted by Town Manager Eileen Cabanel and Finance Director Paul T. Micali
Town Council to accept the updated Fund Balance Policy to include new definitions as it relates to the Governmental Accounting Standards Board (GASB) Statement No. 54
